企画テーマ 企画テーマ(英訳)	地域マネジメントにおける景観の役割を考える Discussion about a role of a landscape design in a local area management
企画概要	景観法の施行から４年が経ち，景観計画を策定した自治体は130を超え，現在も検討が進んでいる．同時に，単なる景観規制やデザインコントロールを超えた地域戦略としての景観マネジメントの必要性も明らかになりつつある．本セッションでは，社会の大きな転換点において地域の景観を考えることは地域そのもののマネジメントを検討することであり，土地利用やインフラストラクチャー・マネジメント，さらには地域産業やコミュニティのマネジメントというレベルでとらえる必要があるという考えにたち，各種事例分析，またこれらマネジメントの主体としての地域NPOやNGO等の役割，マネジメント計画策定の手法やツールなどについて集中的に議論する．
企画概要(英訳)	It passed for four years since the landscape law was enforced. The local governments of more than 130 enforced the landscape planning until now. This working is pushed forward in a lot of the other local governments too. As for the landscape planning, not only the design control system but also the landscape management as local town strategy is important. Thus this session is based on the standpoint that the local landscape design contributes to the local management. In other words it is to be necessary to consider at levels such as the land use, the infrastructure management, local industry and the community management. We argue about the role of the local NPO and NGO as the leading organization of these managements through the various case studies. In addition, we discuss the local management plan, technique and tool.
