企画テーマ 企画テーマ(英訳)	これからの航空・空港政策と研究課題 Current Issues on Policy Making for Air Transport and Airport Management
企画概要	2010年以降，羽田再拡張・成田北伸により首都圏の空港容量が大幅拡大することで航空市場の大きな変化が予想される．また福岡・那覇では新たな整備計画プロセスにより空港拡張計画が検討されている．一方，世界的にはオープンスカイの進展，LCCや地域航空の躍進，管制システムの高度化と能力向上，セキュリティ問題，原油高騰など，引き続き大きな変化の中で各国が競争力を高めている．こうした中で，空港計画の制度化，空港経営とサービス改善，混雑空港のスロット配分などを含め，我が国の抱える数多くの政策課題に対して土木計画学としても今後研究すべき課題が多く，本セッションではそれら研究課題と展望について集中的に議論する．
企画概要(英訳)	Capacity expansion of Haneda and Narita airport in 2010 is expected to change aviation market dramatically in Japan. The expansion of Fukuoka and Naha airport are being planned with advanced planning procedure. In US, EU and Asia, each country have tried to enhance the airport’s competitiveness in a dynamic environmental changes including expansion of open-sky policy, success of LCCs and Regional Airlines, upgrading of air traffic control system for higher efficiency, security problem, and rising fuel price. In these changes, we, infrastructure planning research group, have a lot of issues to study including institutionalization of airport planning, airport operation and management and slot allocation at congested airports. These issues and future research directions are discussed in this session.
