企画テーマ 企画テーマ(英訳)	流入制御の現状−理論と実務の次なるステージ− Inflow Control - Theory & Practice come to next stage -
企画概要	大都市近郊の高速道路では渋滞が頻発しており，その削減のために多くの対策が実施されている．しかし，それらは，新規路線建設や拡幅等の大規模なものか，料金施策や情報提供による利用者の自発的な行動変化に期待するものであり，必ずしも費用対効果が高いとは言えない．一方，流入制御は，理論上だけでなく実務上も費用対効果に優れた手段であることは明らかであるものの，殆ど実施されていない状況である． そこで，本セッションにおいては，有機的な融合を遂げつつある流入制御の理論と実務の現状を議論することで，問題が山積する流入制御の本格導入促進を目標とする．
企画概要(英訳)	Congestion on expressways of the big cities is frequent, and various measures have been carried out to reduce them. However, the construction of a new roads, and provision of the traffic information (route guidance) proved not to be cost effective in operations. On the other hand, theory has shown that inflow control is an effective measure to reduce congestions and additionally has the potential for cost effective operation. This session aims to bring theory and practice together, as well as to discuss the issue to be solved.
