Influencing urban mobility (英語発表のみ)

企画概要

日本の都市部では,様々な交通機関や経路を利用することで,ほぼ同等の移動コストで目的地へ到達することが可能である.その一方で,過度の交通渋滞あるいは環境問題への懸念を背景に,増加する道路交通需要のマネジメントを行う必要性があることが認識されている.この企画セッションにおいては,都心部における移動パターンに影響を及ぼす様々な要因について議論したい.ITS技術を援用したような「ハード的な施策」から,よりよいトリップ計画を推奨するような「ソフト的な施策」まで対象を幅広く議論する予定である.また,需要管理のための行政の役割に関しても議論したい:どの程度行政の介入が必要となるのか,渋滞管理は経済的損失のために行うのかあるいは現在潜在化している需要を満たすために行うのか,そして需要管理が環境に優しいのであればそれをどのように定量化するのか,あるいは何も対策をしないことが結果的に最適となるのか.上記のような疑問に関する論文を募集したい.なお,本企画セッションは,英語での発表及び討議に限定する

企画概要(英訳)

Within Japanese cities the possibility to reach destinations is in most cases assured through a large number of travel options. There are mostly several modes as well as several routes that one can take to reach his/her destination often with similar travel costs. However, there is a perception for a growing necessity to manage an increasing demand mainly due to unacceptable high congestion and environmental concerns when car travel is not restrained.

This session invites presentations that look at different ways to influence urban travel patterns. Contributions looking at “hard demand measures” such as those supported by ITS measures as well as “soft demand measures” such as the promotion of travel plans are equally welcome. We further invite discussion papers on the role of governments for demand control: In how far do we need to influence travel demand? Do we need to control congestion for economic reasons and/or to satisfy currently hidden travel demand? Does control of demand lead to environmental benefits and if yes, can we quantify these? Or should we simply accept that increasing generalised travel costs will control a further growths in demand and opt more often for the “do-nothing-option”? Papers addressing any of these questions are welcome. All contributions should be in English.
