企画テーマ 企画テーマ(英訳)	地域自立した都市計画推進のための体制づくり System-making for regional independent city planning promotion
企画概要	わが国における都市計画制度は市町村都市計画マスタープランの導入や市町村都市計画審議会の法定化などにより，地域が自立して都市計画を推進することが可能となった．こうした状況の中で，平成の市町村大合併に伴い設置された行政団体においては，新たな枠組みの中で自立した都市計画に取り組むことが喫緊の課題となっている．このセッションでは，市町村が自立して都市計画を推進するためにはどのような体制づくりが有効なのかを議論する．さらに，その体制づくりにおいて土木計画の専門家はどのような役割を果たすことが求められているのかについても議論を深める．
企画概要(英訳)	In our country, regional independent city planning became possible by the municipality master plan and the legal council. In such a situation, for the municipality set up by the consolidation of municipalities of Heisei Period, it is a pressing issue to promote an independent city planning in a new organization. In this session, what system-making is effective for municipalities to promote the independent city planning is discussed. And in that system-making, what role is requested to the specialist of infrastructure planning is deepened.
