The 34th Conference of Infrastructure Planning (Fall Meeting 2006) will be held. Detailed information to apply for the conference follows.

‘ Papers

This conference intends to realize productive discussions at conference sessions. To achieve this aim, an application for paper presentation requires identifying two points: 1) How the applying paper will contribute to infrastructure planning, in other words, the paperfs academic/practical value in infrastructure planning; 2) Priority issues to be discussed. Papers on topical issues or flash topics and those discussing any research, planning and technology will be welcome. Papers that are submitted to be presented at the conference will in principle be included in the Proceedings without review. However, when the no. of paper applications exceeded the presentation capacity limit of the conference site, some papers might not be accepted.

Conducting a trial poster session at the conference is being discussed. Those who wish to present their papers at the trial poster session when it is actually held, specify it in the remarks column on the on-line application form. Papers that are presented at the poster session can be applied for Infrastructure Planning Review, the Journal of the Conference the same as papers that are orally presented in the conventional way. When you make the entry of your paper by post, please describe on the application form that you would present at the poster session.

Application procedures

‘ On-line application

(1) Procedure

To make an entry of paper presentation, an on-line application in principle on the conference web site during the period from June 19 (Monday) to 17:00 June 30 (Friday) is required. Authors are requested to make entries uploading the presentation application form and paper manuscript on the web site of the Infrastructure Planning Committee (http://www.jsce.or.jp/committee/ip/index.htm). Only a paper manuscript in PDF format can be accepted. The manuscript must be created following the manuscript preparation guidelines below. Applicants will be able to confirm if their on-line applications have been rightly accepted during the period from July 3 (Monday) to 10 (Monday), 2006. Please be sure not to omit the confirmation. Applications should be made much earlier than the deadline because application concentration immediately before the deadline might bring the server down due to its overload. An application without paper manuscript submission, or an application with a paper manuscript that does not meet the guideline requirements, or an overdue application might be declined. Replacement or revision of a submitted paper manuscript will not be allowed. A paper manuscript to be submitted must be the final one.

‘ Paper publication fee

A publication fee per paper is 6,000 yens. The bank transfer fee must be born by the applicant. The conference registration fee, 6,000 yens (student: 3,000 yens) will be separately charged at the conference site.

‘ Application by post

(1) Application for paper presentation by post.

To make an entry of paper presentation by post, send required documents including the application form, two hard copy paper manuscripts, and a floppy disc containing the manuscript data to the secretariat of the Japan Society of Civil Engineers. The manuscript file must be created with Ms-Word or Ichitaro. The submitted floppy disc and the manuscript will not be returned. Every floppy disc should include only one manuscript. The topic field and keywords should be specified on the envelope in which the required documents and a floppy disc are enclosed. In multiple paper application by post, every set of paper manuscripts and other required items should be enclosed in a different envelope although the multiple envelopes can be sent all together. The paper manuscript must be created following the paper preparation guidelines. Replacement or revision of the submitted paper manuscript will not be allowed. The paper manuscript to be submitted must be the final one.

Requirements for by-post application

  1. Deadline: June 23 (Friday), 2006 (as indicated by the postmark on the envelope)
  2. Application form: A4 size paper (free format) including the following information
    a) Paper title, b) Name of the presenter/co-authors and their affiliations, c) Contact address, d) Paper abstract, e) The paperfs contributive features to infrastructure planning, f) Priority issues to be discussed, g) Topic field and keywords, h) Payment method of the publication fee: public expenditure, cash, or bank transfer (if any invoice format is designated, specify it).
  3. Materials to be submitted: two copies of the paper manuscript, a floppy disc containing the paper file, and the application form. The paper title and author name should be printed on the floppy disc label.
  4. Mailing address: Paper Publication Sub-Committee for the Conference of Infrastructure Planning, Japan Society for Civil Engineers, Yotsuya 1cho-me, Shinjuku, Tokyo, 160-0004, Japan
  5. Maximum pages of a paper: 4 pages (even no. of pages is preferable).

Note: As for the topic field to be filled out in the application form, choose two in order of preference from the topics listed below. In the same way, choose maximum four keywords. When you cannot find appropriate keywords, only one free keyword except the listed ones could be included.

‘ Paper publication fee for post applications

For post applications, the paper publication fee 6, 000 yens plus 2,000 yens, a fee for converting a hard copy manuscript to electronic data, in total 8,000 yens will be charged. The bank transfer fee must be born by the applicant. The conference registration fee will be separately charged at the conference site. More reasonable on-line application is recommended.

Paper Preparation Guidelines

  1. Paper size: A4 paper (210mm x 297mm)
  2. Margins: Top/bottom =19/24 mm, left/right=20 mm
  3. Title: Center the title in all capital letters (12pt.) at the top of the first page.
  4. Author(s) name(s): From the fifth line in the first page, author(s) name(s) should be typed in the flush right style.
  5. Footnotes: At the left bottom of the first page, footnotes should be typed in 8 pt. The footnotes should contain keywords and the following author information; membership(s), degree(s), affiliation(s) [mailing address(es), telephone number(s), fax number(s) or e-mail address(es)].
  6. Text: Text of the manuscript should be typed (10 pt.) from the ninth line of the first page. The text consists of chapters, sections and subsections.
  7. Chapter, Section and Subsection: All the chapters should be labeled with arabic numbers, e.g., 1., 2. EEE. Headings of the chapters should be flush right. The first character of each word of the chapter headings should be typed in capital letters. A single blank line should be placed both before and after the chapter headings.
    - All the sections should also be labeled with arabic numbers, e.g., (1), (2), EEE. Headings of the sections should be flush left and written in upper and lower cases. A single blank line placed before the section headings.
    - All the subsections should be labeled with alphabets, e.g., a), b), EEE. Headings of the sections should be flush left and written in upper and lower cases. No blank lines are placed before and after the subsection headings.

‘ CD-ROM Proceedings

The Conference Proceedings published in the form of CD-ROM will be distributed to all the conference participants. Advance registration for the conference will be possible on the web site which is different from that for paper manuscript submission. The CD-ROM Proceedings will be sent to the advance registrants by post. Those who will register at the conference site will have the Proceedings upon registration.
