The 31st Conference of Infrastructure Planning (Spring Meeting 2005) will be held. Detailed information to apply for the conference follows.

The Spring Meeting was established in 2002 with the aim of enforcing research presentations and of activating discussions among the participants by minimizing parallel sessions. It also aimed at reducing the load of the Fall Meeting as well as at offering research presentation opportunities that meet the need of professional civil engineer accreditation services. The Spring Meeting 2005 will consist of the three sections including the Planning Session, Young Researchers Session, and the Special Session.

Outline of the Spring Meeting 2005

1) Date (tentative): June 4 (Saturday) - June 5 (Sunday), 2005

2) Venue: Hiroshima University

3) Sessions: Planning Session, Young Researchers Session, and Special Session (SS).

- Calling for papers has been limited since 2004 to those on the topics that have been proposed in advance for the scheduled sessions.
- For the Planning Session, volunteer session organizers will be recruited for the fields focusing on intensive discussion on specific topics; practical and technical issues; and on flash and fledging topics. Papers to be presented at the conference will be called for the topics that will be proposed by the recruited session organizers.
- The Young Researchers Session that was trialed as part of the Planning Session in 2004 will start up as an independent session. In this session, mainly single-authored dissertations on discretional topics in the preparatory stage are expected to be intensively discussed, and presenters will be able to appoint commentators.
- Papers applied for the Planning Session and the Young Researchers Session are required to be submitted in advance by the due date. The submitted papers will be included in the CD-ROM Proceedings that are to be distributed at the Conference. The paper inclusion in the CD-ROM Proceedings is the prerequisite for paper application for the Journal of Infrastructure Planning and Management.
- The Special Session will be organized by existing research sub-committees or other groups to make discussions and view exchanges on proposed topics. Paper submission is not requisite for this session.

5) Adjustment of the no. of sessions

The no. of sessions composing Conference program might be limited due to conference site capacity.

2. Recruitment of Session Organizers

Session organizers who will volunteer to organize the Planning Sessions on basis of their proposals will be recruited. A wide range of planning session proposals are expected to realize attractive and active discussions.

1) Volunteer session organizer sign up and session proposal application

i) Deadline: November 26 (Friday), 2004
ii) Items required to be included in the application sheet (no designated format)
a) Session organizer’s name and affiliation
b) Contact address (zip code, post address, tel., fax., and e-mail)
c) Session proposal including the session topic (within 300 Japanese characters or 150 English words).
d) Session type: choose the most suitable one from those respectively featuring: 1. Intensive discussions on specific topics; 2. Practical and technical issues; and 3. Flash news or fledging issues. The session classifications are shown in the table below
e) Specify either the papers will be called for or they will be invited by the session organizer.
f) When the session organizer will invite the papers, specify the paper presenters and their affiliations.
As the Conference Secretariat will contact Session Organizers and paper presenters via e-mail in principle, their e-mail addresses must be included in the application form.

2) Responsibilities of a Planning Session Organizer

A Planning Session Organizer is requested to fulfill the following responsibilities.
i) Determination of inviting papers and invitation of the presenters
When a session organizer invites papers for the session, after the session proposal has been accepted, the session organizer will determine the papers and invite their presenters to the session asking them to make the entry of the paper’s title and abstract as well as to submit the paper manuscript for the conference in accordance with the call for paper procedures that will be released on the February issue of "Civil Engineering," JSCE's monthly magazine.
ii) Organization of the session program
A session organizer will organize the session program. One session duration is 90 minutes that will allow three to four presentations. The papers on the session entry list will be notified to the session organizer after the paper abstract and title entry deadline. The session organizer will determine whether or not the applied papers would be acceptable and will decide the presentation order in the session. The Secretariat might ask the session organizer to split the session or change the no. of presentations to avoid sequential the same or similar topic sessions.
iii) Session Chairperson
Every session organizer will chair his/her session.

Planning Session Classifications

No. Session focus Details
1 Intensive discussion Intensive discussions are expected to fully consider controversial issues in conventional research fields.
e.g.: disaster prevention planning through special transport service; civil engineering education; social consensus formation
2 Practical and technical issues Practically important issues or appropriate planning or project implementation methods will be discussed. New technical and practical issues will also be taken up.
e.g.: project planning and professional engineer accreditation/registration systems; results of social experiments and the issues; road administration management; outcome indices; landscape
3. Flash and fledging topics Methodology and evaluation criteria in emerging research fields will be discussed. Reports or case studies on flash and fledging topics will be included.
e.g.: new fields such as, quantitative psychology, efforts for urban redevelopment
